摘要
建立和完善新型農(nóng)村合作醫(yī)療制度是新時(shí)期提高農(nóng)民健康水平、加強(qiáng)農(nóng)村衛(wèi)生工作
的重要抓手，是促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展、構(gòu)建和諧社會(huì)的重要保證。本文選取新型農(nóng)村合作
醫(yī)療信息化管理作為研究對(duì)象，旨在考察和研討如何進(jìn)一步提升新農(nóng)合管理水平這一課
題。當(dāng)前，由于新型農(nóng)村合作醫(yī)療制度覆蓋面廣、人員復(fù)雜、定點(diǎn)醫(yī)療機(jī)構(gòu)分散、相關(guān)
信息量大，因此通過(guò)信息化提升新型農(nóng)村合作醫(yī)療管理成為一種必然的選擇。
本文在主要從信息化和新型農(nóng)村合作醫(yī)療的相關(guān)內(nèi)涵特點(diǎn)出發(fā)，闡述了信息化在新
型農(nóng)村合作醫(yī)療管理中的重要性及其他醫(yī)療信息化的區(qū)別，簡(jiǎn)述了新型農(nóng)村合作醫(yī)療信
息化的架構(gòu)內(nèi)容，介紹了對(duì)我國(guó)新型農(nóng)村合作醫(yī)療管理的計(jì)算機(jī)網(wǎng)絡(luò)化系統(tǒng)的現(xiàn)狀及存
在問(wèn)題及成因，調(diào)研分析了浙江省余姚市新型農(nóng)村合作醫(yī)療信息化建設(shè)的具體實(shí)施情
況。結(jié)合中國(guó)具體情況，探討新型農(nóng)村合作醫(yī)療管理信息化的具體對(duì)策，為新型農(nóng)村醫(yī)
療保障體系的建立和完善提供重要的技術(shù)支持。
新型農(nóng)村合作醫(yī)療信息化管理就是應(yīng)用現(xiàn)代信息學(xué)和管理學(xué)對(duì)新農(nóng)合所需要的和
擁有的信息資源進(jìn)行有效整合利用，提高工作效率、決策質(zhì)量和調(diào)控能力，節(jié)約開(kāi)支，
改善廉潔程度，改進(jìn)新農(nóng)合管理機(jī)構(gòu)的組織結(jié)構(gòu)、業(yè)務(wù)流程和工作方式，為新農(nóng)合管理
工作提供一個(gè)包含管理方法和管理工具的技術(shù)平臺(tái)。其重要意義為：提高工作效率、方
便農(nóng)民群眾；確保資金安全，取信于民；實(shí)施有利監(jiān)督，降低成本；進(jìn)行科學(xué)管理、民
主決策；實(shí)現(xiàn)資源共享，全面發(fā)展。目前，我國(guó)新型農(nóng)村合作醫(yī)療信息化建設(shè)中存在資
金投入、認(rèn)識(shí)不足等。提高新農(nóng)合信息化水平，提升管理能力，提高政府效率，必須從
管理層面、技術(shù)層面兩方面下功夫、求突破。加強(qiáng)政府公共管理職能，統(tǒng)籌規(guī)劃信息化
建設(shè)。在農(nóng)村合作醫(yī)療方面，急需重點(diǎn)考慮如何利用信息化管理醫(yī)療資金的籌集、使用、
報(bào)銷、監(jiān)管以及服務(wù)質(zhì)量的控制等。信息化的支持不僅體現(xiàn)在完善的新型農(nóng)村合作醫(yī)療
信息系統(tǒng)，還體現(xiàn)在通過(guò)遠(yuǎn)程醫(yī)療等現(xiàn)代手段均衡各地醫(yī)療資源方面，協(xié)助新醫(yī)改建立
覆蓋城鄉(xiāng)居民的基本醫(yī)療衛(wèi)生制度，實(shí)現(xiàn)安全、有效、方便、價(jià)廉人人享有的基本醫(yī)療
衛(wèi)生服務(wù)的整體目標(biāo)。

ABSTRACT
The establishment and improvement of new rural cooperative medical
system is improving their level of health in the new period, strengthening the
importance of rural health workers handle, is to promote rural economic
development, building a harmonious society an important guarantee. In this
paper, to select a new type of rural cooperative medical information
management for the study to study and discuss how to further improve the
management level IICA the subject. At present, as a result of new rural

network system of the status quo and existing problems and the causes of an
analysis of research, Yuyao, Zhejiang, the new rural cooperative medical
management of specific information management implementation. The specific
situation in China to explore the new rural cooperative medical management
information of the specific measures for the new rural medical insurance system
to provide the establishment and improvement of important technical support.

management organization structure, business processes and working methods for

public management functions, information technology planning. In the rural
cooperative medical care, an urgent need to focus on how to make use of
information management health care financing, use, reimbursement, regulatory
and control the quality of service. The support of information technology not
only in improving the new rural cooperative medical information systems, also
reflected in the adoption of modern means of telemedicine throughout the
balance of medical resources, medical assistance to the establishment of new
urban and rural residents covered by basic medical and health system, to achieve
safe, effective, convenient and inexpensive for all the basic medical and health
services in the overall objective.

第一章緒論
第一節(jié)研究背景
隨著我國(guó)全面建設(shè)小康化進(jìn)程的不斷深入，我國(guó)的經(jīng)濟(jì)狀況一直在持續(xù)發(fā)展，整個(gè)
國(guó)家經(jīng)濟(jì)實(shí)力日益增強(qiáng)，國(guó)際地位更是逐步提高，但于此同時(shí)，目前廣大農(nóng)村的發(fā)展還
是比較緩慢，城鄉(xiāng)差別不僅沒(méi)有縮小，反而繼續(xù)擴(kuò)大，為此，黨中央和政府專門提出統(tǒng)
籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展的要求。而新型農(nóng)村合作醫(yī)療政策的實(shí)施就是其中重要的一部分，
它主要解決農(nóng)民因病返貧，因病致貧等問(wèn)題。新型農(nóng)村合作醫(yī)療參加農(nóng)民人數(shù)多、覆蓋
地域廣、應(yīng)用管理復(fù)雜，涉及國(guó)家、省、市、縣各級(jí)政府及財(cái)政、衛(wèi)生等部門、各級(jí)各
類醫(yī)療衛(wèi)生機(jī)構(gòu)和金融機(jī)構(gòu)、農(nóng)民個(gè)人等各個(gè)方面，工作量大、任務(wù)要求高，要實(shí)現(xiàn)準(zhǔn)
確結(jié)算、加強(qiáng)管理、信息溝通、事務(wù)公開(kāi)和嚴(yán)格監(jiān)督，依靠以往手工處理進(jìn)行結(jié)算和報(bào)
告等方式已無(wú)法滿足建立新型農(nóng)村合作醫(yī)療制度的需要，必須充分利用現(xiàn)代計(jì)算機(jī)、數(shù)
據(jù)庫(kù)、通訊網(wǎng)絡(luò)等技術(shù)，以信息化作為完善新型農(nóng)村合作醫(yī)療的重要手段。
